The MAJOR FOCUS in this year's conference is the development of new, regional solutions for old problems. Existing problems that have been encountered over many years can now be solved using advanced on-site wastewater treatment technologies and newly improved siting, design, installation, and operation methods. These have become much more routine over the past 2-3 years. Many advanced technologies, siting practices and design solutions, that were viewed as extravagant and way out-of-the-norm a few years ago, are now becoming standard systems and solutions for today. This progression to advanced technologies and more sophisticated site assessments and designs will be the norm in the future.

All of us in the on-site wastewater industry, whether Environmental Health Specialists, Program Specialists, Supervisors, Licensed Soil Scientists, Engineers and System Designers, Certified Installers and Inspectors, Certified Operators, or Developers are involved in a continually changing technical world. We will need to improve our understanding of these new designs as well as their siting, installation and O&M needs in order to keep them functioning properly. This is absolutely required if we want to assure public health protection, environmental soundness, and sustainable wastewater management options for our citizens and communities.

The 2007 conference had a record attendance of just over 450 participants, and early indications are that 2008 will grow even larger. You have asked for sessions on the most critical topics in on-site wastewater, and you will hear the brightest and most experienced in-state and out-of-state experts address these issues.

BILL STUTH, Sr.
Stuth Company
Designer, Installer, Operator, Troubleshooter, Inventor, and Teacher

Bill founded the Stuth Company of Maple Valley, Washington in 1962. This firm specializes in residential septic systems as well as commercial systems for supermarkets, restaurants, golf courses and other large systems. He is inventor of the Nibbler wastewater treatment system developed for high-strength wastewaters and the Nibbler Jr. for residential systems. Bill has been designing, installing, and operating on-site wastewater systems since 1955, and he has developed a specialty in advanced troubleshooting of large and small onsite wastewater systems. Bill is also a founding member of NOWRA (the National Onsite Wastewater Recycling Association) and WOSSA (the Washington State On-Site Sewage Association) and has served on the Board of Directors for both organizations. Bill was instrumental in establishing the Northwest (US) On-Site Wastewater Training Center. This center was one of the first hands-on on-site wastewater training centers established in the world, and Bill has helped the Northwest Training Center develop a sterling reputation for excellence in the field of wastewater training.


DAVID V. LINAHAN, PE
Yerkes Associates, Inc.
Designer, Operator, and Sewage Enforcement Officer

David is a professional engineer, licensed water and wastewater systems operator, and a certified sewage enforcement officer, with a Bachelor of Civil Engineering and a Master of Civil Engineering degree from Villanova University. He has 28 years experience in the planning, design, construction, operation and management of sanitary sewerage facilities and has been with Yerkes Associates, Inc. since 1989, where he is a Principal and Shareholder and currently serves as Senior Vice President of the firm. David has extensive experience in the decentralized wastewater field and is a national and state leader in this area. He designed the first two drip systems used in development projects in Pennsylvania, both in Chester County, southeastern Pennsylvania. The first was for a 514 unit planned residential development and the second was for a 5-bedroom house. In addition, he designs reuse systems utilizing advanced treatment technologies along with decentralized drip and spray dispersal technologies that are distributed throughout multiple subdivisions and communities. It is easy to see that David's engineering design expertise covers a very broad scope. He is respected throughout Pennsylvania and the country as an innovator and expert design engineer for projects large and small.

Wastewater Operators: WPCSOCC approved
Registered Sanitarians: The program has been submitted for approval to the RS Board. RS Board meets June 5, 2008. The RS Board has never denied credit approval for this annual conference.
Installers and Inspectors: NCOWCICB has approved the conference for credit for all grade levels.
Licensed Soil Scientists and Professional Engineers may self-claim their professional credit hours.

Get on the T-Shirt!
Again in 2008, every conference participant will receive a free T-shirt as a conference gift. The front will be printed with the name of the conference, and the back will show the company names and logos of Vendor Sponsors. A Vendor Sponsor is any company or individual that makes a generous donation of $250 or more to the conference (in addition to the registration fee). These donations will be used to defray the cost of the T-shirts, food, and awards.
