Overview
All land application facilities that hold a permit
from the Division of Water Quality for the land application of sludge,
residuals, or contaminated soils (on a designated site) are now subject
to classification as a land application system. As a classified system,
the permit holder is required to designate an Operator in Responsible
Charge (ORC) and a Back-up Operator who hold a Land Application/ Residuals
Operators Certification to be responsible for the operation of the system.
The purpose of this training school is to provide the training necessary
to properly operate and manage land application programs for residuals
and biosolids. The training school is mandatory for all applicants for
the examination for certification as a Land Application/Residuals Systems
Operator, regardless of education or experience. The two and a half days
of classroom training will address wastewater and residuals characteristics,
laws, rules and permit requirements relating to the operation of land
application systems. An afternoon field session will focus upon
practical aspects of operating land application systems including: monitoring
techniques and practices, equipment operation and safety, equipment calibration,
sampling, and site management.

Who Should Attend
The intended audience for the Land Application School
is operators of land application systems for residuals, septage and biosolids
and contaminated soil that is being applied to a designated site. This
would include: individuals and companies who contract and operate land
application systems, municipal wastewater treatment plant operators with
responsibility for residuals management, and regulatory agency personnel
with responsibility for permitting, inspecting, training or technical
assistance.
Examinations for certification as a Land Application/Residuals
Operator are administered by the staff of the Water Pollution Control
System Operators Certification Commission (WPCSOCC) on a quarterly basis
at five locations throughout North Carolina. Application for the certification
examination is a separate process from registration for the training school
and must be made directly to the WPCSOCC. Completion of the Land Application/Residuals
Operators Training School is only one of several eligibility requirements
that must be met in order to sit for the examination.
The examination application and fee must be submitted
directly to the WPCSOCC 30 days prior to the desired examination date.

Recertification Credits
Existing wastewater system operators of any type
or grade (including collection system, spray irrigation, and subsurface
operators) that complete this course will receive 6 hours of credit, the
total amount required for recertification
for calendar year 2008.

Fee
The registration fee for the program is $295.00
per person. This covers attendance at the sessions, breaks, handouts,
and supplies. Lodging, meals, and the examination fee are not included
in the registration fee.
Registration/Cancellation Policy
The full registration fee or an organization purchase
order number must accompany the registration form in order to reserve
a place in the course. Cancellations will be refunded (minus a $25 processing
fee) if written notification (fax acceptable) is received 3 days prior to the
start date of the school.
